Putain sounds right to me too; I know for sure that "puta" is a Spanish derogatorry term for a woman, though my memory is leaning more towards "whore" than "bitch".
Since the languages are closely related though, I'd guess that putain would be the noun you'd want, with the 'sil vous plait'.
The meaning of the phrase is, "Oh, bitch," (calling someone a bitch) " PLEASE!" (which is like, oh PLEASE, as if). If that helps. I was confused over the saying too, at first (Cause people would put it in icons without the correct punctuation).
